Origin of the reflection

 

 

In March 2018, noting that there was no permanent space for collaboration on Economic, Social and Cultural Rights at the Departmental level (DESC-D) in Cameroon.

 

AGCE-SolidaTech created the Platform: a Technological Solidarity Framework for Local and Foreign Francophone Associations (STAF),  the first network of French-speaking NGOs engaged in the protection and promotion of the Economic, Social and Cultural Rights of young self-employed entrepreneurs and independent talents in the countries of Cameroon and in Central Africa.

On July 29, 2020, the member groups of the Multi-Service Platform decided to renew their commitment by adopting the Fundamental Charter and internal regulations, which constitute the founding acts of the new collaborative relationships. As the platform is intended to open up to new associations, the members have also decided to change its name to Platform for Economic, Social and Cultural Rights in Central Africa, especially in the country of Cameroon also called: the DESC Platform. -D (FAP / DESC-D).

Steps

Between March 2018 and July 2020, the co-administrators of FAP / DESC-D met several times with the President General of AGCE and the Delegate of the Delegation of Arts and Culture for the Coastline (DDACL), to present to them the project progress.

 

In October 2020, an orientation was proposed for the months and years to come in particular: Develop a framework of education and events in the department of Wouri, Littoral region for the promotion, enhancement and defense of socioeconomic and cultural activities young self-entrepreneurs, self-employed and rural, local and foreign employers selected within the framework of the FAP / DESC-D, and thus contribute to the emergence of a collective voice in the matter, for the promotion and monitoring of realization of all FAP / DESC-D at the level of the districts and departments of the regions, this by carrying out joint actions in order to propose corrective measures and contribute to an effective enjoyment of the FAP / DESC-D by all without discrimination.

 

In 2021, we will contribute to the eradication of all discrimination against women and vulnerable groups in the enjoyment and exercise of their activities resulting from the FAP / DESC-D framework thanks to the training and self-help framework. -employment of youth on the digital platform, in order to promote the visibility of the FAP / DESC-D Platform and its members at regional, national and international level.

 

From 2022, the FAP / DESC-D will strengthen the capacities of members in their understanding of human rights, in particular the FAP / DESC-D, in order to promote them, monitor them and demand their respect, protection and enforcement. implemented by the States, in order to better share information on the activities, publications, initiatives of our members as well as national news relating to FAP / DESC-D so that it leads to an excellent purpose which is to exchange on good practices and the difficulties of implementing FAP / DESC-D activities at the national level, which could promote networking and work between members and administrative bodies.

The results 

 On average 40 groups will have to be met. A support plan adapted to each type of group and associations is designed. A departmental project is defined, broken down into 7 axes:  

  • Encourage groups to have a modern project approach integrating new technologies; 

  • Help groups in their strategies for recruiting new members;

  • Support taking responsibility by training volunteers in groups;

  • Encourage emulation and pooling between groups to share successes, exchange skills and “amplify” actions;

  • Support the restructuring of groups wishing to modernize;

  • Improve the associative functioning of the FAP / DESC-D (representation of groups, regulations)

  • Rework the agreement with the privileged partners: the Delegation of Arts and Culture, Agriculture and Commerce.

The teachings 

The methodological support offered by the AGCE organization has the immediate effect of supporting managers in the modernization of their departmental federation and will ultimately be the tool for facilitation and resolution of the problems encountered. The FAP / DESC-D will enable them to acquire skills in terms of associative functioning, development of bankable projects, prioritization, implementation of a local action plan.

 

These skills as well as the reflex to consult the partners, in particular the Delegation of arts and culture, agriculture and commerce gives greater credibility to the departmental structure.
